Your fstab is wrong.

Try this:

dev/cdrom              /mnt/cdrom              udf,iso9660 noauto,user,ro 0 0

And you'll see that it DOES have a /VIDEO_TS but since you mounted it as a 9660 instead of a udf the name was in lower case. (I did the same thing when I first stuck my DVD burner in my machine)
