So what format do your widescreen programs take? Are they stretched to
16:9 (ie distorted as transmitted), or letterboxed at the transmitter?

I doubt it. Of course in DVB the capture card itself is not relevant; it
is really just demodulating a digital signal and does not have any
preference at all for the aspect ratio.
