Might get a little difficult if the source video has a cutlist... but, 
worst case there I guess is that you'd end up transcoding to a lower 
quality than you potentially could have; it'd still fit within the size 
limit specified.  I don't know what other issues might be involved in 
correctly computing the quality/bitrate parameters from a target 
size...
