As another intermediate step, we were thinking of a selection system
where you would drill down to your area and then do the scan (talking
terrestrial here)

So: GB->Yorks->Scan 

Where either GB, or GB+Yorks would give you an appropriate scan, with GB
taking longer. 

A full frequency scan would be harsh, as we have (top of my head) 50
channels in the UK, with a potential of 3 sub channels at say 5 seconds
per channel. Gives 50*3*5 = 750 seconds. 

I wish I knew how STB's really did this kind of stuff. I suspect that
because it's propriety hardware they can do more stuff. or maybe we just
need a better mechanism for detecting lack of lock in the scan case.
