You can already solve this problem with the existing settings.  Set 
your GUI width and height to be a bit smaller than your screen, and use 
the X and Y offsets to center it.  I do this for my TV; the GUI is 
entirely visible, with a bit of my root window visible on the edges.  
If you pick a root background that complements the theme, it's hardly 
noticeable.  And, you can set different vertical vs. horizontal 
overscan, compensate for the TV chopping off more left pixels than 
right, etc.  Make sure you turn off "Use GUI size for TV playback", so 
your video fills the picture.

The only thing this won't do is fill in the edges around the border; 
that could be solved by creating a truly fullscreen-sized window behind 
the main window, or better yet, just change your X background.  (I have 
a contrasting color set, and it actually looks pretty cool.  I've also 
used a black background, which is hardly noticeable.)
