I would guess it's an interaction with the half-height fields and the
video card scaling them. Either that or I have an off-by-one error
somewhere for your video size. If it's normal NTSC TV, it's also
possible the two fields are different sizes, and this shows up as flicker.
You could set up a tiny amount of overscan in your video output settings.
