That's pretty much how it ends up working out.    Since it's base on the 
start time and the number of seconds till the start time.  If it's 
already on secsTillStart will be less than 0 which is less than 15 
minutes, which will cause the channel to be changed.  The exception 
being that the window allows you to change the channel to watch a 
program that is just about to come on.
