Actually, the OSDDisplayTime value is not used for
this box.  The code uses 2 seconds for the box that
pops up when you fast forward or rewind, -1 seconds
(this seems to mean indefinately) for pausing, 6
seconds while searching for commercial breaks before
real commercial flagging has happened, 5 seconds for
adjusting brightness, volume, etc... 

I don't know if that's all on purpose or if it should
be cleaned up, but I didn't want to mess with all that
right away.  If everything should use the
OSDDisplayTime value, I'm happy to patch that too.
