[mythtv] [PATCH] pcHDTV GOP detection fix

Attached is a patch that fixes a problem I found earlier this week, with 
hdtvrecorder having trouble with TV stations that apparently don't send GOP 
frames.  Per Doug Larrick's suggestion, this patch changes things so that the 
recorder will stop looking for GOP frames after it sees 30 picture_start 
frames, and instead assume that a picture_start frame counts as a GOP frame.
