The simplest UI that I've thought of would be to add a "Never Record this 
program" option to the scheduling screen (in addition to the Don't record 
this program and other choices.)

This seems the logical place to implement the choice, and make it available in 
every context where changing the schedule is applicable. My personal interest 
is in being able to suppress from the conflict resolution screen, which this 
would do well enough. (And I could get rid of my local hack that adds a 
suppression option for unconflicted programs. ;)
