[mythtv] Building CVS debs? (not for distribution)

On a similar note, I'm pretty sure Matt has a good reason for not
including the /debian sub-directory in CVS (so we could all build CVS
from source and still use apt), but I don't know what it is.  Can anyone
enlighten me?
