[mythtv] Another MythWeb Patch

Darn it, I should have testing the other one more...

This patch to listings.php fixes:

1) the arrows on the listings page move around your "jumped" date correctly
2) the top right arrow actually includes the anchor (left off a while ago)

Using the "jumped date" means that the timeoffset will never be other than -1 or 1
now because the new url includes the currently displayed date/time; but this seems to be fine.
