[mythtv] MP3 options for recordings

Before I waste time hacking up a patch to change this, is there any reason
the mp3 codec options for recordings is limited to just samplerate, and
not a full set of bitrate/cbr-abr-vbr/stereo-method/quality/etc options?

I note the current code uses a hard-configured setting based on
compression ratio, I'd like more control over the audio however. At the
moment I've just hacked the settings I want in by hand, but I would like
not to need to do that for each release.
