It's like this, IMHO:

When I go out and buy a Satelite Receiver, I expect it to be able to
receive new satelite & encryption systems based on the same standard.

With your comment on CVS, you want me to buy a new Receiver to do this.

I though that this was like running in the oposite direction of configurability,
but heck I don't mind, I'll probably use CVS anyways (unless you shut me down:).

I agree that there is a few of those tables (language comes to mind),
that is static enough for source/header, but most of them are like the
settings table (as Ramon and Edward pointed out in detail),
only not changed that much.
