 I've tripped over that before. UTC vs. non-UTC should just produce bad
 results and a failed test case, not completely crash the test program. Any
 chance you could login to the builder and rerun the failed
 "test_programinfo" executable by hand and post the results?  I have a
 build going on my Fedora 32 RPi-3B+, but I don't think I'll find anything
 as my local builder already built successfully on that system.
