  Services API: Bump minor versions of Myth & Channel services

DelayShutdown was added to the Myth service and the Channel
service {Add|Update|Get|}/VideoSource endpoints now have
RegionId and BouquetId.  Plus, I forgot to bump it for the
new Channel/GetChannelInfoList OnlyTunable parameter.
