  DVB symbol errros with gcc 8.3

Include of dvbchannel.h in channelscanner.cpp is now
conditional on USING_DVB.
This does solve the compilation issue for gcc 8.3.
Note that there are no compilation issues with
newer gcc versions, as tested with gcc 9.1.
