 This patch adds a setting in frontend setup
 Setup->Appearance->Theme/Screen Settings->Startup Screen Delay
 It takes a value in seconds, defaults to 2
 To prevent from ever seeing the startup screen, Select "Never show startup
 screen"
 To always show the startup screen select 0
 To show the startup screen only if startup takes longer than 20 secinds
 select 20.

 Note that if the backend or database is still down after about 60 seconds,
 the startup screen will show regardless of the setting, so that the user
 can fix the database setup or select retry.
