Comment:

 I'm reopening this as it's a serious issue for my mom on her Nvidia
 Shield.  It's actually been a serious issue for quite some time but I
 didn't know how to reproduce it.  As it turns out, it's trivial to
 reproduce.  You just need to be patient.  To do that, tune live TV to an
 interlaced channel and leave it there.  It might take several hours but it
 will eventually hit this problem.
