Comment:

 Afraid the issue hasn't been resolved for
  * OpenGL
  * VAAPI

 It does appear to be fixed with xv-blit

 Tried testing with the following Video Playback Modes
  * High Quality - works no offset
  * Open GL (all variants) - still  have an offset
  * VAAPI - Still has an offset

 Tried on two types of hardware under Ubuntu 16.04.2 with a build from
 source of 0.28 fixes branch.
