New description:

 Sometime after raspbian version 2016-02-09, hardware deinterlacing stopped
 working. Withe the default setting, no deinterlacing is done. Some
 settings cause the fallback deinterlacer to be used.

 As a work around you can select deinterlacer "Linear Blend".
