AFD: Allow OpenMAX to decode H264 High 10 profile video
Enable the OpenMAX private decoder to decode H264 High profile
in hardware.  Currently this format is forced to be decoded
by Ffmpeg as VDPAU and VAAPI don't support the profile natively.
