Comment:

 This sounds very similar to #12107.

 Can you check if the transports on both frequencies are the same also with
 regard to original_network_id and transport_id? E.g. attach a scan that
 contains both frequencies? (scan -o vdr
 /usr/share/dvb/dvb-t/HERE_COMES_THE_INITIAL_SCAN_FILE_FOR_YOUR_LOCATION.
