 This is for 'local' file support in MythVideo.  I'm writing a Services API
 client, and for completeness I'd like to support streaming 'local' videos.
 In 0.27 fixes, GetVideoList is happy enough to include VideoMetadataInfo
 for non-storage-group videos, but AddVideoLiveStream chokes on a request
 with the resulting video id.
