Comment:

 The screen setup wizard now spawns an external application to bypass
 limitations in the UI, and thus the frontend control socket and Services
 API control are not available.  The notification service is disabled in
 the frontend and started in the new application, however network control
 will need to be proxied through the frontend to operate predictably.
