 After forcing dummy recorder to use H264 Parser & recording an hdpvr
 recording file..I get keyframes every 32 frames which is wrong should be
 every approx. 140 frames for 60fps.

 Ah penny drops ..the flag "I_is_keyframe" was being set to false for hdpvr
 in mpegrecorder.cpp.
 I removed that logic. There still must be a flaw in the keyframe logic
 because there should not be a special case for hdpvr.

 Have yet to test this...
