 Under MythTV-0.24, when the "solid black background" option is OFF, CC-608
 and external subtitles were rendered with a thin black border around them.
 This enhances caption readability when the recording is on a bright/white
 scene, without obstructing too much of the recording underneath.

 A fix was backported to 0.24-fixes by Mark Kendall as referenced in this
 thread from the MythTV-users discussion list:

 ... however, there was no mention of a specific patch# to confirm if it is
 still present in 0.25.

 This ticket is being created at the recommendation of a developer who has
 offered to look through the history and incorporate this fix into
 0.25-fixes.  This ticket will be used for tracking this work.
