 commiting #10207 (or something along the lines) uncovered a bug in
 PSIPTable::HasCRC where for all table ids from 0x80 to 0xfe it returns
 true to support Dishnet's EPG. The table_ids for CA_message_sections,
 which don't seem to have CRC, are 0x80 to 0x8f.
