HTML Setup: More .css/.js consolidation/cleanup and sample help popup

Some cleanup and also add a sample [?] link to context sensitive help
on the Job Queue job editor screen beside the 'Match Values'.

Also add placeholders on the menu for a few things like Guide Data,
Recording Devices, and System Events.  Locations may change, etc..
