Comment:

 Tunerless backends were never an officially supported mode of operation,
 and there are other parts of MythTV that are known to not work properly
 with no tuners. That's why this 'flaw' was not corrected last year when it
 was first introduced.  With the current plan of replacing mythtv-setup
 with a webserver integrated into mythbackend, mythbackend will be required
 to function in a tunerless mode in order to be configured, and this issue
 will be resolved at that time.
