Log:

Fix incorrect backend connection reconnect call.

Return previous behavior of automatically cycling between blocking and
not blocking backend shutdown with protocol connections, based off
shared need of the connection. It is now implemented with a pair of
commands, rather than requiring a reconnection to change state.
