 Add MTV_PUBLIC to a bunch of mythiowrapper protos

 It seems that via libmythbluray, we are trying to import some
 mythiowrapper
 functions in libmythmeta.  I added the public definitions to allow this to
 behave as expected with symbol visibility and mingw compiling.
