 Just added a new patch against trunk to superseed all the previous false
 starts. Since LATM is currently "out of order" I have not tested this in
 trunk, but the code and logic is based upon what I have been running in
 0.23 for quite a while. Some frills have been removed and the code is
 entirely separate from the fixup for norwegian DVB-S.

 I hope this can be included in trunk before 0.24 is released.
