 Note that there are two issues here-- the fact that we are calling
 GetEncodingType on a null recording (which is just the symptom causing the
 segfault) and an apparent RingBuffer problem where we mercilessly are
 attempting to read after some sort of communications or socket error and
 safe_read is failing again and again.  This may be a multiple-assignee
 bug.
