backports [23813] from trunk

configure: sync --extra-cflags handling with ffmpeg's configure

Fixes passing options like -mfpu=neon -mfloat-abi=softfp to ASFLAGS
needed for ARM Cortex A8 Neon support on most toolchains.

This introduces change in behaviour for unknown flags. Instead of
dropping them with a warning configure fails now.
