Comment:

 (In [23376]) Refactor some of NetworkControl to put command line arg
 parsing inside
 NetworkCommand instead of multiple places in NetworkControl.

 This also includes code to fix an issue with using filenames with spaces
 in them with the "play file" command.

 Fixes #7754.  Thanks to Paul Kendall for the patch.
