Comment:

 (In [23348]) Fixes #7974. The blocking queued connection is causing us a
 deadlock, instead disable new signals from timer while servicing the
 existing signal. Also make some changes to the timer itself to ensure a
 quicker shutdown and avoid self-blocking.
