Log:

Add additional VDPAU hardware decoder check for H264 video streams with
certain widths that may not be supported on certain NVIDIA chipsets.

See Appendices A and H of the NVIDIA driver readme for the combinations
of H.264 video widths and cards that may be unsupported.

Closes #8275.

If this proves to be trouble free, I will backport to release-0-23-fixes
in a few days.
