Comment:

 (In [22131]) Closes #6808. Refs #4862. Check that avctx->decode_cc_dvd is
 defined before executing it. user reported a crash when the first frame in
 the VOB  had a closed captioning but AFD:ScanStreams hadn't kicked in yet.
