 It doesn't appear to be frequency scaling.  I do not have any cpu
 frequency scaling software running and gnome says that it's not configured
 to do frequency scaling when I try to run the applet:

 [root at xyz~]# chkconfig --list |grep -i cpu
 cpuspeed        0:off   1:off    2:off   3:off   4:off   5:off   6:off
 [root at xyz~]# ps -ef |grep -i cpu
 root     11315 10911  0 12:26 pts/0    00:00:00 grep -i cpu

 My CPU is also not an AMD (from /proc/cpuinfo):
 model name      : Intel(R) Core(TM)2 Duo CPU     E7200  @ 2.53GHz
