 Reconfigures the JOB class.  Class now contains 'inserttime', 'type',
 'cmds', 'flags', and 'args' fields.  Also are 'getComment()' and
 'getStatus()' functions for monitoring jobs, as well as the ability to
 create new jobs, by initializing the object using a dictionary.
