Log:

Always trust ffmpeg keyframe decoding. Now that janne has fixed this for h.264 annex b, we should be good for all recording hardware currently in use.

This allows "mythcommflag --rebuild" to work for ffmpeg decoded files other than MPEG-2 and h.264 annex b.
