 (In [19986]) adds libswscale to the build system

 as preparation for the next ffmpeg sync
 running mythtv with --enable-swscale is not supposed to work at the moment
 the "#if ENABLE_SWSCALE"... will be removed as soon as img_convert
 and img_resample are removed. Refs #4862
