enable tuning of DVB-S2 channels, Fixes #5882

Requires DVB headers from Linux 2.6.29 or later or
a checkout of the v4l-dvb hg repo from 2009.

DVB-S2 cards which are now used as DVB-S card have to be deleted and recreated
