Re-do [18528] - user popups when menu file is bad. In my testing, the PopScreen
always seemed to do the wrong thing (often destroying the top-level buttons).
Doesn't exit cleanly when mythfrontend is loading a plugin directly,
but I'm not sure it ever did anyway, and that's hard to fix.
