Log:

Backport of [18535] to 0.21+fixes.

Changed the dtvrecorder to wait longer for key-frames before adding
seektable entries for non-key-frames.  NBC is apparently encoding
video with key-frames up to 2 or more seconds apart and the bogus
seektable entries resulted in pixelation on most seeks.
