Log:

Couple small changes to the MythUI manual schedule dialog.

 * Allow the hour of a recording in the current hour to be set before setting the minutes.
 * Add a "ManualScheduleMinuteIncrement" setting, by default it's five keeping existing behaviour, but if
   a dev is doing testing with scheduled recordings it can be set to one...

Both are there to make the manual schedule dialog a better debugging tool, but the first one fixes a real UI problem affecting end users.
