 14 Implement GL_NV_fence support

 glFlush does not guarantee all pipeline instructions have been executed
 before completion. glFinish does guarantee this but may block until the
 next vertical sync. NV_fence allows us to guarantee completion of the
 pipeline without potential blocking.
