 (In [16817]) Supporting text clipping in the opengl painter to prevent
 text being drawn outside it's parent uitype, needed for things like
 scrolling text and the text entry widget. Isaac plans to add proper
 clipping support to the GL painter in the future, this is a workaround
 until that happens. refs #12
