 (In [16389]) add missed case to DBEvent::MoveOutOfTheWayDB()

 Programs starting at the same time but ending later than the current
 program
 were not handled which could potentially result in overlapping programs
 and
 failed queries due to duplicate keys in the table.

 Refs #2342 (might be fixed)
